PCPL 3.2-5 Posting Policies

The purpose of the public bulletin board is to provide the residents of Pulaski County and the surrounding communities with information on cultural, educational and other activities of local interest. In providing these services, the Library subscribes to the Library Bill of Rights. Article I states, “Materials should not be excluded because of the origin, background, or views of those contributing to their creation.” Article II states, “Materials should not be proscribed or removed because of partisan or doctrinal disapproval.”

The posting or distribution of such materials does not indicate that the Library advocates or endorses the ideas, beliefs, viewpoints, policies, or events promoted by those materials.

Materials that might be considered pornographic, harassing, threatening, or obscene in a public setting will not be posted.

Because space is limited, materials devoted to the sale, advertising, solicitation, or promotion of commercial products or services for a single profit making business will not be accepted. Additionally, petitions are not permitted.


Before display, all materials for posting must be approved by the Library Director or his/her designee. Each approved item for posting will be initialed and given an expiration date by the Library Director or his/her designee.

Any materials found on the bulletin board that have not been approved shall be removed and discarded. 

One copy of each announcement will be posted.

Postings will be no larger than 11” x 17”

Due to space limitations and an effort to keep the bulletin board neat and current, the Library reserves the right to:

  • Limit the length of time the item will be posted or displayed.
  • Dispose of materials that have been posted or displayed when they reach their expiration.

As a general rule, posters or announcements will be displayed for no more than two weeks in advance of the advertised date.

Posters and announcements displayed or posted at the Library become the property of the Library. The Library is not responsible for lost, damaged or stolen materials, or for returning materials that have been posted or displayed.
